British Columbia invited 488 immigration candidates through four Provincial Nominee Program (PNP) draws held on August 31, 2021. Since the beginning of the year, B.C. has now issued 8,089 invitations to apply for a provincial nomination.

British Columbia has been conducting two separate rounds of invitations for its PNP program each month, since February, The province holds a general draw and a second draw targeting retail and wholesale-retail managers as well as restaurant and foodservice managers. The second draw is due to a high number of people registered in the BC PNP Skills Immigration Registration System (SIRS) with these two occupations, the province confirmed in a news release. The additional draws help the province, to balance the needs in all sectors of the provincial labor market. Candidates from the Skills Immigration (SI) and Express Entry BC (EEBC) streams of the British Columbia Provincial Nominee Program (BC PNP) received invitations in the general draw. The invitations were issued to those from the Skilled Worker, International Graduate as well as Entry Level and Semi-Skilled sub-categories of SI and EEBC streams.

The minimum scores for that draw ranged between 69 and 90 points. A total of 467 candidates were invited. A separate draw was also conducted under SI and EEBC categories and targeted candidates whose occupation falls under NOC 0621 or NOC 0631. The draw resulted in 21 invitations with scores of 106. About the BC PNP

The BC PNP essentially looks at attracting foreign workers who are in high demand in the province and who wish to become permanent residents of Canada. The BC PNP has two immigration streams, Skills Immigration and Express Entry, both of which are divided into sub-categories. These streams are managed under B.C.’s Skills Immigration Registration System (SIRS). To apply through the SIRS, you are first required to register an account. Once this is done, you will be assigned a score based on factors such as education, work experience, and language skills. The highest-scoring candidates from each sub-category are then invited to apply for a provincial nomination to apply for permanent residency when British Columbia conducts one of its regular draws. After receiving an invitation, you will have 30 days from the date of the invitation to submit a complete application through the BC PNP online.

Once you submit a complete BC PNP application package you will be notified of the province’s decision within approximately two to three months. If your nomination is successful, you become eligible to apply to Immigration, Refugee, and Citizenship Canada (IRCC) for permanent resident status under the Provincial Nominee Class. The nomination is valid for approximately six months from the date of confirmation. You may receive an additional 600 points under the CRS as a provincial nominee and will then have a score high enough to receive an Invitation to Apply (ITA) during a subsequent federal Express Entry draw.

Canada recently invited another 635 Provincial Nominee Program (PNP) candidates in the Express Entry system to apply for permanent residence. Canada has conducted 17 Express Entry draws just for PNP candidates since the start of 2021.

Immigration, Refugees and Citizenship Canada (IRCC) held its latest draw on September 1. The minimum score cutoff was 764 since all candidates had a provincial nomination worth 600 points in the Express Entry system. The maximum number of points an individual can obtain is 1,200.

The minimum score requirements have been fluctuating due to the nature of CEC and PNP-only draws. CEC draws essentially have lower cutoffs because the draws are concentrated in one group of applicants. They are not competing with others in the Federal Skilled Worker Program, for example. So, with bigger draw sizes, IRCC can invite more candidates, thus bringing the score down. Express Entry application processing backlog

Unlike 2020 during pandemic IRCC has so far only invited PNP and Canadian Experience Class (CEC) candidates. Although IRCC is finalizing applications for CEC candidates who applied in January, Express Entry candidates from other programs may experience delays. The IRCC webpage states that the delay is due to a limited capacity to process these applications.

As of March 26, IRCC removed the progress bar on all Express Entry applicants’ online accounts. However, candidates can still get current information about the status of their application by checking the Details about application status section.

Express Entry invitations almost double 2020 levels

IRCC has nearly doubled the number of Invitations to Apply (ITAs) issued year-over-year. So far in 2021, IRCC has sent out 106,414 ITAs. With more invitations comes a higher chance that IRCC will admit its target of 108,500 newcomers through the Express Entry system in 2021.

BC conducts Tech draw, invites 74 immigration candidates

 The PNP in British Columbia (BC) issued 7,601 invitations to apply for a provincial nomination since the beginning of 2021. The province invited 74 immigration candidates who work in key technology occupations to apply for a provincial nomination on August 24. The new invitations were issued through the BC PNP Tech, which is part of the British Columbia Provincial Nominee Program (BC PNP).

Candidates invited through B.C’s Tech draws must now meet the requirements of one of British Columbia’s Express Entry BC and Skills immigration categories, which are managed by the Skills and Immigration Registration System (SIRS). The candidates receiving the invitations in this draw were from the Skilled Worker and International Graduate subcategories and needed a minimum provincial score of 80. Invited candidates have 30 calendar days to apply for the nomination.

BC PNP Tech program

Launched in May 2017 as a pilot project, the BC PNP Tech was introduced following a labor market study that found the biggest issue facing B.C.’s technology sector was access to talent. As the project became successful, B.C recently made it a permanent program. The province extended the BC PNP Tech pilot program indefinitely and renamed it BC PNP Tech to allow BC technology employers to continue to attract and select international talent when qualified skilled workers are not available locally. The BC PNP Tech is a fast-track immigration program for in-demand tech workers and international students. To apply for the program, candidates need to be registered in one of B.C.’s existing provincial immigration streams and have a valid job offer of at least 12 months in one of 29 eligible occupations to qualify for the stream.

Unlike other BC PNP streams, job offers under the BC PNP Tech must be for a minimum of one year, with at least 120 days remaining at the time of application to the BC PNP. The job must be full-time and from an eligible employer in the province. Invitations through the province’s tech program are sent out weekly to the top-scoring candidates who meet the eligibility requirements.

Candidates who are invited to apply for a provincial nomination will need to submit a complete application. Most tech applications will be processed within two to three months after the submission of the application. After approval, candidates will receive a nomination confirmation that can be used to apply for permanent residence from Immigration, Refugees, and Citizenship Canada (IRCC) under the Provincial Nominee Program Class.

Canada’s PNP immigration results for August 2021- An Overview

The month of August has been busy for Canada’s Provincial Nominee Programs (PNP). The programs issued over 3,400 invitations to apply for provincial nomination during August. Except for Quebec and Nunavut, almost all the Canadian provinces operate their own Provincial Nominee Programs (PNP). Having their immigration programs allows provincial governments to select the most suitable people to meet their local labor market needs and to manage the regional settlement of the immigrant population within their jurisdiction.

The PNP became the second most important route to permanent residence in Canada since its launch; PNPs alone are expected to result in more than 80,000 immigrants per year being admitted as permanent residents, between now and 2023. Canada’s principal source of economic immigration is the federal Express Entry system and most participating provinces and territories have at least one PNP stream that is aligned with it.

In August, IRCC conducted two Express Entry draws targeting PNP candidates, issuing 512 ITAs on August 4 and another 463 on August 18. While the number of Express Entry invitations issued this past month was low compared to June and July, the number of invitations issued through Express Entry hit high records. IRCC has now issued over 100,000 ITAs this year.

Saskatchewan

 The Saskatchewan Immigrant Nominee Program (SINP) held a total of four invitation rounds through the Express Entry and Occupations In-Demand sub-categories of the International Skilled Worker Category in August, issuing a total of 948 invitations to apply for a provincial nomination. This is significantly more than the 575 invitations issued by the province.

British Columbia

Over the past month, the province has invited more than 900 candidates to apply for a provincial nomination through the Express Entry British Columbia, Skills Immigration streams closely matching the number of invitations issued over the past months.

Ontario

The province held a total of five draws this month through the Ontario Immigrant Nominee Program (OINP). The first draw took place on August 6 with the province issuing two invitations to apply under the Employer Job Offer: Foreign Worker and Employer job offer: International Student streams. These were targeted draw under the economic Mobility Pathways Project. The province of Ontario invited 875 immigration candidates to apply for provincial nominations.

Alberta

In August, the Alberta Immigrant Nominee Program (AINP)’s Express Entry Stream held the biggest draw of 2021. The draw was held on August 10 and invited 396 candidates with CRS scores of at least 300.

Manitoba

The province of Manitoba held one draw through the following three streams: Skilled Workers in Manitoba, International Education Stream, and Skilled Workers Overseas in August. The draw was held on August 12 with 275 Letters of Advice to Apply issued of which 36 were issued to candidates who declared a valid Express Entry,

Prince Edward Island

Prince Edward Island held a pre-scheduled draw on August 19 and issued a combined 161 invitations to immigration candidates. Most of the invitations, 152, were issued to Express Entry and Labor Impact candidates. The remaining nine invitations went to Business Impact candidates who had a minimum point threshold of 75.

Immigration Canada received more than 7,300 additional applications for the graduate’s stream of its new TR to PR pathways than intended. These many applications got accepted occurred due to the occurrence of a technical error. Within 25 hours of launching the temporary residence to permanent residence (TR to PR) program, Canada reached its intake cap of 40,000 international student graduates. An internal memo reveals that the immigration department got significantly more applications than planned.

As per a briefing, Immigration, Refugees and Citizenship Canada (IRCC) received 7,307 additional applications to the International Graduate stream of the TR to PR pathways. The TR to PR pathways are six special immigration programs created to allow essential workers, French speakers, and international student graduates in Canada to apply for Canadian immigration. These are one-time programs that were opened on May 6, and will close on November 5 or until intake caps are reached.

Applications were counted at the time of submission using a live counter that displayed the number of applications received on the government’s website. However, some applications that were submitted simultaneously were only counted as one application. IRCC is also expecting a smaller number of additional applications from people who required accommodations to apply, such as people with disabilities.

Meanwhile, the immigration department requested Immigration Minister Marco Mendicino to approve a temporary public policy to allow for the applications to be processed. Otherwise, as per the current policy, they would need to be returned to the applicants along with the fees. According to the briefing it would likely be perceived as unfair since IRCC sent them confirmation that their applications had been received within the intake cap. Mendicino approved the policy on June 28, allowing for the 7,307 applications to be processed. It does not mean the stream will be reopened; rather the department will not penalize applicants for an error in its system.

There has been significant attention that prospective immigrants have been generating after the reopening of the Federal Skilled Worker (FSW) program. Fifty occupations are eligible for this particular program. and intake caps that are more generous than in years past, many applicants who were not able to apply under previous FSW cycles may now find themselves eligible this year.

This is an excellent way for an applicant to increase his or her chances of being accepted for review by the FSW program is to submit multiple applications. However, all applicants are not eligible to submit multiple applications, as each new submission must be under a separate occupation. The FSW program requires applicants to have worked in an eligible occupation for at least one continuous year within the last ten years. If you are one of the people who have worked at a stretch then you can apply. There is an array of scenarios where an individual could be in a position to apply:

• An applicant worked in one eligible NOC and then, after changing career paths, worked in a completely different NOC. Assuming other eligibility requirements are met, he or she may be able to submit applications under both separate NOCs.
• An applicant worked in one eligible NOC (such as financial auditors and accountants) and was then promoted to a similar eligible NOC (such as financial managers or senior managers in financial services). All of these NOCs could be eligible for the FSW program.
• An applicant worked in a position where his or her job duties overlap with another NOC. For instance, a computer programmer may also perform duties that are attributed to a software developer. If a substantial amount of duties, including all of the essential duties, can be met for both NOCs, it may be possible to apply under both.
• Both the applicant and his or her spouse/common-law partner are eligible to apply under one or more NOCs.

The duration for intake caps will depend on the popularity of a given occupation. In the past, some occupations have met their caps in a matter of days or weeks, while others fill up more slowly.

Then there are more than one of the Express Entry Programs that you might be eligible for depending on the information in your profile. If this is the case then in that case, you will be invited to apply for one program based on:

1. Canadian Experience Class (CEC)
2. Federal Skilled Worker Program (FSWP)
3. Federal Skilled Trades Program (FSTP)

If you met the criteria for all three programs, the system would send you an invitation to apply for the CEC. If you met the criteria for CEC and FSWP, you would also get an invitation to apply under the CEC. If you met the criteria for FSWP and FSTP, you would get an invitation to apply under FSWP.

The system will sort profiles based on the information you enter. You will be unable to choose the program you are invited to apply for. If you decline the invitation, the system will not re-invite you under the next program. You will go back to the pool, and if we invite you again, the same order will apply.
